Remember though that it is extremely important that people are willing to be flexible in these situations.

Foreign airlines sell discounted tickets to these shops because they serve an ethnic community with residents who are regularly traveling to their home countries. Therefore, these shops have access to tickets that can offer a significant amount of savings, and that are often not available at a regular travel agency office.
